The Handbook is
divided into two sections: the Theoretical and the Practical.
The chapters of the theoretical
section are visible under "Informing
and setting the vision" in the left hand column of the Table
of Contents; here, we introduce the Principles of International
Cooperation and analyze the main issues in building Global Partnerships for
Development.
The chapters of the practical
section are listed under "Development
Cooperation in Action: steps and tools" in the right hand column of the Table
of Contents; here indications and tools are provided for the benefit of
persons and organizations that work in development cooperation actions.

Here, we describe the scopes and challenges of development cooperation; including:
- a discussion on the definition of "development" and "aid";
- an analysis of the factors causing poverty and suffering;
- an overview of the general characteristics of development cooperation organizations;
- an analysis of the arguments put forward by the critics of development aid and by those who defend it;
- an overview of the Millennium Development Goals and of the main issues of the International Development Agenda.
[edit]The Practical Section
Here, we share:
- steps and methods in preparing, implementing and communicating international development projects;
- a toolbox: i.e. a set of specific resources for facilitating and standardising these steps and methods.
The resources collected here specifically aim at:
- facilitating the understanding of the various phases of programme cycles and project management;
- managing effectively the communication elements of development cooperation;
- building the capacity of society's marginalized sections to participate in development processes.
