Ex ante evaluations

Evaluation types with respect to the programme cycle management phase

 

In the case of the programme ex ante evaluation are carried out before beginning the execution phase of of the  programme cycle management,

In the case of the project ex post evaluation are carried out before beginning the activities pertaining to project execution.

According if it is conceived within a programme or a project cycle management, an ex ante evaluation will be carried out  in the identifying phase of programme cycle management or in the  project origination stage.  Since they are reciprocally required activities ex-ante evaluation tent to be identified as the identification and design stages of programmes and projects.

Ex ante evaluations may be supported by a baseline survey.

Before the implementation of activities, in the phases of programme design  (or project initiation) an ex-ante evaluation will pertain to the relevance or the coherence of the design.

Ex ante evaluations thereby tend to coincide with the design phases of the programme/project cycle management.  But because of the cycle approach according to which the lessons learnt in the implementation of a plan feed into the identification and designing of a new programme, the ex post evaluations of the previous programme cycle may be altogether integrated with the ex-ante evaluations of the new cycle.
